1 Nature of the service
This site is a legal technology tool for preliminary screening and research in export controls and sanctions, outbound data transfer, trademarks and the classification of goods and services. Users enter the facts of their business; the system checks them step by step against the structure of published legislation and returns a risk tier, the facts still to be supplied and an index of the relevant rules, together with a self-assessment record for the user's internal files. The site is operated independently by an individual and is not a law firm.
The site does not provide legal services, does not accept instructions and does not give legal opinions. Using it does not create an agency relationship or any form of lawyer–client relationship.
The self-assessment record is generated from facts entered by the user. It is issued by the user and is the user's own internal material.
2 What the site does not do
3 Nature and limits of the results
- A preliminary result is a risk tier, not a determination of any specific matter. Item classification, control status and whether a transaction may proceed must be assessed case by case by a lawyer qualified in the relevant jurisdiction.
- Results depend on the facts the user enters. If those facts are inaccurate, incomplete or change, the results no longer apply.
- Results are tied to the product version entered. Any change in hardware, software, bill of materials, supply chain, destination or counterparty requires a new screening.
- Provisions and lists are cited for reference only; the current version in each jurisdiction prevails. Results may lapse when the applicable rules or lists are updated.
- Each jurisdiction applies on its own. A result for one jurisdiction does not apply to another, and a classification cannot be carried across jurisdictions.
- Sanctions list matching covers only the lists connected to this site, each of which is named in the self-assessment record. Lists not connected are outside its scope.
- List matching is by name, and its result holds only at the time of matching. Lists change continually; re-check at quotation, signing, shipment and payment.
- For other list and notice checks, the results are supplied by the user and have not been independently verified by the site.
4 Sources of the sanctions list data
- List data is taken from lists published by the competent sanctions authorities. The source, version date and number of entries of each list are shown where list matching is offered.
- The source of the EU Consolidated Financial Sanctions List is the European Commission, Financial Sanctions Database; the official dataset is published at data.europa.eu ↗. The version currently loaded is —, with — entries.
- List matching is a screening aid only and does not establish the sanctions status of any person or entity. For any formal determination under the EU list, the current text published in the Official Journal of the European Union prevails.
- The EU list is reused under the conditions of Commission Decision 2011/833/EU on the reuse of Commission documents, and its source is acknowledged as required. This site is operated independently and is not affiliated with the European Commission or any of its bodies; use of the list does not imply any endorsement by the European Commission.
5 Data handling
